NEW DELHI — The newly elected leader of the government of the Indian capital has defied police orders by leading a march on the national home ministry to protest the police's refusal to make a series of arrests ordered by one of his top aides.

The Monday demonstration has set Chief Minister Arvind Kejriwal on a collision course with the police. It followed a demand last week by Delhi's Law Minister Somnath Bharti, who ordered police to arrest two Ugandan and two Nigerian women, saying they sold drugs.

The police refused, saying they had no arrest warrant.

Kejriwal has vowed to lead a protest on the home ministry, which oversees the New Delhi police. Police have temporarily banned all protests at the ministry.
