We're white -- except when we're not. That's the upshot of the latest data dump from the U.S. Census Bureau. Alexandria, Minn. Is one of the whitest cities in the country (97 percent Caucasian). Meanwhile Worthington saw the single fastest drop in its white population, from 83 percent of residents to 67 percent, or about 3,000 people. The decline was made up for largely by Hispanics, who more than doubled, to some 4,800 residents, the fifth-fastest increase by share of population among the nation's micropolitan areas and the fastest in the Upper Midwest. First a Two Harbors trooper shows up smelling like alcohol to work (and testing in at .08) then a Duluth cop, after being hit by a wheelchair bound man at a detox center, responded with multiple blows. The Duluth Police Department says it will request assault charges be brought against its officer, Richard Jouppi. He is on paid administrative leave while his department investigates, the Duluth News Tribune reported. It is not the first time a complaint has been brought against Jouppi, a two year member of the department who has also worked in St. Paul and Omaha. ________________________ As Excel Energy tries to get a 40-year extension on its license to store highly radioactive waste at its Prairie Island nuclear plant, the nearly Indian tribe can try to challenge it – just not with their main argument. Staff of the Nuclear Regulatory Commission in a filing this week said the Prairie Island Indian Community, many of whose members live next to the Red Wing-area plant, can raise safety issues regarding radioactive waste, just not the issue that environmental questions about longer-term storage have been inadequately studied.
