Stipulating 36 conditions, the Scandia City Council approved a 2014 operating permit for Tiller Corporation of Maple Grove for use of its Zavoral gravel mine.

The mine began operations late last year after extensive community debate over whether it would pollute the nearby St. Croix River and cause dangerous traffic conditions with heavily loaded trucks.

Most of the mined material is being transported to Tiller's processing plant in Scandia, between Lofton and Manning avenues.

The gravel from both sites is mixed and processed into construction-grade aggregate for use in local construction projects.

In some cases, gravel from the Zavoral mine is taken directly to construction sites.

According to Tiller, more than 3,600 truckloads have been removed from the mine since November.
