A grand jury Wednesday indicted a 31-year-old man in the fatal shooting of a man outside a St. Paul bar last year, according to the Ramsey County attorney's office.

True Thao, of St. Paul, is now charged in Ramsey County District Court with two counts of premeditated first-degree murder, two counts of first-degree murder while committing a drive-by shooting, two counts of second-degree murder and eight counts of attempted murder in the death of Adlai Xiong, 27, of Minneapolis, as well as the wounding of two other people.

Xiong was shot in the head early Oct. 26 outside the Moonshine Saloon on E. 7th Street in the Dayton's Bluff neighborhood. He was taken to Regions Hospital, where he died. Two other victims were also shot and wounded.

A grand jury is made up of 23 randomly selected people. At least 12 members must agree to return an indictment.

According to a criminal complaint, Xiong and two others were walking outside the bar when a car pulled up about 15 to 20 feet away. Thao allegedly rolled down the window and fired shots.

One of the wounded, who identified herself as a cousin of Xiong's, told police that Xiong was part of the Oroville Mono Boys gang. Investigators learned that members of the Oroville Mono Boys, MAB and 612 gangs were in the bar that night.

Surveillance video showed Xiong and his group in the VIP room of the bar before the shooting. Police identified another group of gang members, including Thao, in a separate part of the establishment. Thao looked into the VIP room shortly before leaving the bar. He had asked a woman with their group to check whether the people in the VIP room were Oroville Mono Boys gang members, according to the complaint, but she wasn't able to confirm it.

Thao's criminal history includes an attempted-murder conviction for shooting a rival gang member. He was sentenced to more than 15 years in prison and freed on supervised release in August 2010. Thao's next court appearance is scheduled for Thursday.

Last February, a 28-year-old St. Paul man died of stab wounds in a fight at the same bar. That case has yet to be solved.
