A court has ruled that Crow Wing County committed an unfair labor practice when it stopped wage step increases for employees in 2012, the Brainerd Dispatch reports. A three-year collective bargaining agreement expired at the end of 2011, but existing agreements stated all benefits were to remain in effect if a new agreement wasn't in place after the old one expired.
