A former state employee accused of stealing identities from a state database and other sources traded that information for methamphetamine, one of her conspirators testified Thursday.

Roxanne K. Deflorin, 50, is on trial this week in Ramsey County District Court for the thefts. Three other women have pleaded guilty in connection with thefts linked to Deflorin, which authorities have said could range between 350 and 500 stolen identities.

Assistant Ramsey County Attorney John Ristad said most of the stolen identities were taken from the Public Employees Retirement Association of Minnesota (PERA). The bulk of PERA victims are former or current employees of the Wayzata School District, Ristad said.

Deflorin allegedly accessed at least 11 identities at the Minnesota Department of Labor and Industries. She worked at the department from 1994 to 2004, according to charges filed against her, and was a compliance technician in the workers' compensation division from 2003 to 2004.

Deflorin allegedly accessed personal information, including Social Security numbers, by using her work credentials to access digital workers' comp files. Elizabeth Baron, who works in information technology for the state, said she was asked to review Deflorin's computer activity. Baron said she was also asked to review six paper files that Deflorin might or might not have accessed.

Kristin R. Warren, 40, pleaded guilty last year to one count of identity theft for her role in the crimes. She testified at Deflorin's trial Thursday.

Shauntell R. Burg, 32, and Andrea L. Gunderson, 30, each pleaded guilty last year to one count of identity theft. Burg is also charged with one count of identity theft in a related case.

Warren testified Thursday that she helped Burg obtain identities from Deflorin. Gunderson used stolen identities to buy items that she and Burg then pawned.

Ristad only has to prove that Deflorin stole at least eight identities to get a conviction. Deflorin, who is representing herself, is charged with one count of identity theft and two counts of possessing machine guns and short-barreled shotguns.

Deflorin's trial is scheduled to continue into next week.
