7:45 a.m. update: Lane blocked on I-94 at Franklin Avenue

A car and dump truck and trailer collided in the left lane of westbound 94 at Franklin Avenue. With that lane blocked, traffic is clogging up quickly with delays at Snelling Avenue. Plan on spending extra time heading through the Midway area.
