Traffic is jammed on northbound Cedar Avenue from McAndrews Road to Cliff Road. The reason is the gawker effect as drivers slow to look at a rollover accident on the northbound side at County 11. A vehicle is on its side.
In the north metro, a stalled vehicle reported to be smoking is blocking the center lane of southbound 35W at County Road 96. You'll notice the effect from Hwy. 10 past the scene.
