The last developable parcel at Maple Grove's Arbor Lakes won't be neatly packaged as soon as expected.

A Hy-Vee grocery store and a gas station have been axed from Opus Development Co.'s plan for the Point at Arbor Lakes, a 36-acre, mixed-use development that is the fourth and final phase of an office and shopping district on the northwest corner of the Twin Cities interstate loop.

The Minnetonka-based developer aimed to present its plans to the Maple Grove planning commission on Monday, but it will now wait at least two weeks.

"It's being tabled at their request as they are in the process of refining their development plan," City Administrator Al Madsen said Friday. "In conversations we have had with Opus, we have expressed our concern over the number of grocery stores nearby, but we have nothing against Hy-Vee."

Hy-Vee, based in Iowa, said it willingly pulled out of the project.

"After learning of the city's concerns, we discussed with Opus and mutually agreed before the scheduled public hearing that we would withdraw from the project," Hy-Vee spokeswoman Tara Deering-Hansen said. "We are excited to join the Twin Cities area and will continue to research other potential sites."

The Point at Arbor Lakes would have been Hy-Vee's third location in the metro area. Hy-Vee is building stores in New Hope and Oakdale.

Madsen said the city would like to show Hy-Vee other locations in Maple Grove. He said the city's concerns were about oversaturating the Arbor Lakes area with grocery stores. The development also has a Costco, Trader Joe's and Byerly's.

Opus now plans to put a 110,000-square-foot retail building in the spot intended for the 92,000-square-foot Hy-Vee. Madsen says he doubts it will be a single store, but a smattering of several smaller retail spaces. Opus will proceed with a hotel, restaurants, other retail and office space in the rest of the new phase.

"We're continuing to work with the city of Maple Grove and other key stakeholders to finalize our plans for the Arbor Point project," Dave Menke, president of Opus, said in a statement. "We're pleased to be bringing this mixed-use development to the area and will share additional details as we are able."

Opus built the first phase, known simply as Arbor Lakes, in 1999. Phases two and three, the Shoppes and the Fountains, opened in 2003 and 2006. Opus later sold off all of those properties.
