Two City Council members, a state senator, a school board member and a former aide have declared so far to run for Mark Stenglein's soon-to-be-vacated seat on the Hennepin County Board.

Don Samuels, a nine-year veteran of the Minneapolis City Council, said on Facebook that he is running. He represents the Jordan, Willard-Hay, Near North and Harrison neighborhoods. A win could have implications at City Hall since Samuels is one of Mayor R.T. Rybak's closest allies.

Another North Sider, city employee and state Sen. Linda Higgins, announced her candidacy on Twitter. Higgins planned to retire this fall from the Senate.

Jill Davis, who also was headed out of politics with plans not to seek re-election to the Minneapolis school board, is an Anoka County social work supervisor.

Also running are former Stenglein aide Tonia Johnson and Golden Valley City Council Member Paula Pentel. The district stretches from St. Anthony to Plymouth.
