Eden Prairie City Council members got a look Tuesday at what the city would have to do without next year if the council approves a 2008 budget with a spending increase of only $1 million more than this year's budget of $39.3 million.

To cap new spending at $1 million, the city would have to forgo additions to the police department, cut back on street overlays, discontinue deer management and diseased tree removal, reduce grants to community service organizations and cut City Hall staff by six people, including the city's liaison with Somali residents, according to City Manager Scott Neal.

Three members of the council -- Mayor Phil Young, Jon Duckstad and Brad Aho -- asked for the information as a way to weigh options and minimize property tax increases.

Neal has put four versions of the budget before council members -- including the plan that would raise spending by $1 million. The council did not eliminate or express preference for any of the plans Tuesday. The council will hold an additional workshop on the budget Oct. 30.
