Pigeon-proofing before convention

In 1987, a Star Tribune story about pigeon-control efforts made note of how St. Paul would trap birds and ship them out of state to be destroyed.

The practice was halted in 1992.

But concerns about skyway conditions linger, prompting the city to team with building owners this month on a $400,000 plan to repaint 35 skyways and pigeon-proof 15 of them — just in time for the Republican National Convention from Sept. 1 to 4. Installation includes:

• Angled plates at the base of vertical I-beams to discourage roosting.

• Solar-powered electric strips to give a little jolt to pigeons when the birds land on them.

• Spikes and Slinky-like wire, again to discourage roosting.

The city will pay a third of the costs, said Bob Kessler, who heads the Department of Safety and Inspections.
