A man who died in early October after being handcuffed by St. Paul police died because of accidental methamphetamine toxicity, authorities said.
Joseph A. Garcia, 51, was handcuffed in the 300 block of Ramsey Street on Oct. 6. Police were responding to a disturbance and handcuffed him because he matched the description provided by the 911 caller.
Garcia sat on a curb and fell to one side. Officers tried to revive him and he was taken to Regions Hospital, where he died.
The cause of death was released this week by the Ramsey County medical examiner’s office.
