Federal funding moves forward for Central Corridor

The Metropolitan Council said on Thursday that the federal government has formally committed to pay for half of the $957 million Central Corridor light-rail line.

The Federal Transit Administration sent the so-called Full Funding Grant Agreement to Congress for a 60-day "courtesy review." No congressional approval is needed, and the grant agreement is expected to be executed in April.

However, President Obama's fiscal 2011 budget proposal, which contains the Central Corridor funding, hasn't been approved by Congress. Republicans, who now have stronger influence, want big spending cuts, including in transportation.

Project officials have been optimistic that the federal money will come through, but until a budget is approved there is a chance the money could be delayed, cut or denied.

The project, led by the Met Council, has already spent $145 million in anticipation of receiving the federal money. All major construction contracts, totaling $590 million, have been awarded. The state along with Ramsey and Hennepin counties, and the Counties Transportation Improvement Board are the main local funders of the line.

Construction began last year, and heavy construction will begin in spring. The 11-mile line, following Washington and University Avenues, will link the downtowns of Minneapolis and St. Paul. It is expected to start operating in 2014.
