Robin Johnson, 48, has been charged with four crimes after allegedly assaulting a boys' basketball commissioner and a parent during a dispute about overtime at a sixth-graders basketball game in Burnsville on Feb. 13.

He's been charged with one count of first-degree assault and third-degree assault, which are felonies; interfering with a 911 call, which is a gross misdemeanor; and also disorderly conduct, a misdemeanor, Dakota County Attorney James Backstrom said Friday.

"Gratuitous violence of this nature at a youth sporting event is shocking," Backstrom said.

The commissioner, Jeff Shand, 50, and witnesses told police that a teen threw a basketball at him and hit him in the head. When he turned to look, he was punched by Johnson, he reported, according to the complaint. He suffered three cracked molars and had to have the fragments of his teeth removed, but did not have a broken jaw, as was initially believed.

Johnson, of Minneapolis, also is charged with assaulting a parent who came to Shand's aid.

Shand, director of the Burnsville Athletic program, and witnesses told police the assaults unfolded this way:

Shand was in charge of the in-house basketball league tournament that was taking place at Burnsville High School. One of the sixth-grade games had gone into overtime and ended on a close call. While the two teams were still on the court shaking hands, two men approached Shand, complained about the referees and made allegations of cheating. Because the two men were causing a scene, Shand asked them to leave the gym or he would contact the police.

As he began to call on a cell phone, a youth who appeared to be high-school age threw a basketball, hitting Shand in the back of the head. When he turned to look, he told police, he was punched. One of the men had also knocked the phone out of Shand's hand.

"The next thing he recalled was that he was regaining consciousness and getting up off the gymnasium floor," the complaint says.

A parent who came to Shand's aid was either pushed or shoved by Johnson as well, the complaint says.

A witness described him as extremely violent.

Johnson is to appear this morning in Dakota County District Court on the charges.
