Dakota County prosecutors on Monday filed a seventh criminal sexual conduct charge against Peter Robert Stibal II, the Burnsville scoutmaster accused of sexually abusing current and former Boy Scouts from his troop.
Stibal, 44, is now accused of molesting four scouts. In October, he was charged with sexually abusing three boys from 2002 to 2008 during scouting activities, including at camp, and outside of scouting.
The latest charge, of second-degree criminal sexual conduct, involves a boy who told police that when he was 12 or 13, he went to Stibal's cabin near Paynesville in Stearns County, Minn., for a sleepover.
The alleged incident, between March 2003 and March 2005, involved the boy sleeping on top of his sleeping bag next to Stibal. The boy told police that Stibal began rubbing the boy's side and brushing the boy's genitals, but the boy turned away from Stibal, according to the amended criminal complaint.
Since the initial six charges were made public in October, other possible victims have come forward, including the latest alleged victim. And Amy Schaffer, assistant Dakota County attorney, told Judge Timothy McManus that there may be even more charges coming.
The investigation by Burnsville police is continuing. Police said recently that they had identified as many as seven possible victims.
On Monday, Stibal was charged with the additional count of second-degree criminal sexual conduct, making it a total of five counts of second-degree criminal sexual conduct against him, as well as two counts of first-degree criminal sexual conduct for alleged acts of penetration.
The charges say Stibal molested boys at his cabin near Paynesville, at his Burnsville home, at an Eagan movie theater, at a drive-in theater in Cottage Grove and at scout camps in Stearns and Hubbard counties.
McManus on Monday denied a motion by Stibal's attorney, Fred Bruno, for a reduced bail amount, with conditions. Stibal has been held in the Dakota County jail since Oct. 19 in lieu of $1 million bail.
Stibal is single with no children. His father and several other relatives attended his hearing in Hastings on Monday. Stibal appeared in a dark-green jail jumpsuit, his wrists cuffed. He smiled briefly at his relatives and supporters, including a woman who wept through much of the hearing.
