Peggy Carlson, a 10-year member of the Eagan City Council, surprised fellow council members Tuesday with news that she'll resign July 1. Her term was to end in 2010.

"I've laid awake many a night over the past couple months, giving a lot of thought to my priorities," she said in a letter to the council. She said she intends to devote much more time to her marriage and family.

"With my last child ready to leave the nest, I've come to realize that I've put a lot of things in my life on the back burner due to the commitment I felt necessary to get the job done for the city of Eagan," Carlson wrote.

City spokesman Tom Garrison said the only other time a council member's seat went vacant was in 1987, when Vic Ellison was elected mayor. Pam McCrea was appointed in 1988 to fill his seat. Tuesday night, council members asked staff to research what the city should do to fill Carlson's seat.

She also had been appointed to serve on the city's embroiled Eagan Charter Commission, which has divided over whether it should even continue to exist. Carlson did not immediately return a phone call for comment. No information was available on whether she would remain on the Charter Commission.
