The Burnsville Police Department is holding a public meeting Monday night and notifying residents, schools and businesses that a Level III sex offender -- the city's first -- is moving into town.
Kelley Francis Lorenzo, 26, who is to live in the 12800 block of Nicollet Av. S., has a history of indecent exposure and sexual contact with juvenile females ages 7 to 17, according to the Police Department. The prior offenses took place in Eagan, Burnsville, Apple Valley and St. Paul.
In 2005, he abducted a 16-year-old girl at the Cedarvale Mall in Eagan, took her to the basement and masturbated in front of her, Police Chief Bob Hawkins said Wednesday.
The community notification meeting is set for 6 p.m. at Prince of Peace Lutheran Church, 13901 Fairview Drive. Hawkins said he expects 200 to 300 people.
"Truly, the idea for the meeting is education and awareness for people," he said. "Not to just talk about Mr. Lorenzo, but keeping safe and keeping your family safe."
Hawkins said he hopes people will leave the meeting "feeling much more settled" than they did when they walked in the door. "Mr. Lorenzo has rights, also. He served his time and he has the right to come back and re-acclimate to the community," Hawkins said.
A Level III offender is considered the most dangerous.
