Gov. Tim Pawlenty's $1 billion bonding bill is a mixed bag for the south metro:

THUMBS UP

• $54.9 million to ease congestion on the southern half of Interstate 35W.

• $13.2 million for new classrooms and labs for Inver Hills Community College.

• $7.5 million to continue to repair and upgrade an aging state zoo.

THUMBS DOWN

• $52.4 million for three Dakota County road projects.

• $6.7 million for a computer forensics investigative hub for Dakota County.

• $3.2 million to finish Scott County's public safety training facility.

THUMBS SIDEWAYS

• $550,000 to design a controversial fence for Shakopee's women's prison.
