An intoxicated driver with a history of driving drunk fatally struck a man at a Brooklyn Park intersection and then was tracked down more than a mile away that night by police, according to charges.

Anthony J. Frausto, 37, of St. Paul, was charged Wednesday in Hennepin County District Court with criminal vehicular homicide and leaving the scene of a traffic crash stemming from the incident Monday night that killed Gary J. Rumpza, 56, who lived less than 400 yards from where he was hit.

According to the complaint against Frausto, a preliminary breath test at the scene measured his blood alcohol content at 0.206 percent, more than twice the legal limit for driving in Minnesota.

Frausto, who also has lived in Circle Pines recently, has been convicted of drunken driving four times in Minnesota, according to court records. In one of those cases, his blood alcohol content was measured at above 0.30 percent.

According to the complaint, about 9:15 p.m. Monday, Rumpza was crossing Zane Avenue at Brookdale Drive against the traffic signal and reached the center median. A southbound vehicle slowed down, and the pedestrian waved the driver through. However, the vehicle stopped, Rumpza resumed crossing Zane and a large truck also traveling south sped through and hit him.

Police, already alerted to a vehicle moving erratically on southbound Zane, received an update that it had just struck a pedestrian.

Officers located the truck, owned by Midwest Cable TV of Blaine and equipped with a lift bucket, more than a mile from the crash scene at Bethia Lane and Brunswick Avenue.

The officers saw the driver walking away and approached him. Frausto said he was the truck's driver.

Officers noted that Frausto's eyes were bloodshot and watery. Along with the preliminary breath test, he also failed a field sobriety test, the complaint said.

Emergency responders took Rumpza to North Memorial Medical Center, where he later died.

Frausto appeared in Hennepin County court Thursday afternoon, and bail was set at $60,000. His next hearing is scheduled for Aug. 25.
