A man was shot and killed near a downtown Minneapolis parking ramp Friday morning, and Minneapolis police are looking for the shooter.

"We can say that this does not appear to be a random incident," police spokesman John Elder said.

The victim was identified late Friday as Justin Murry Williams, 28, of Bloomington. Williams died of gunshot wounds, according to the release from the Hennepin County medical examiner's office.

An off-duty police officer heard shots fired around 6:30 a.m. in the area of the 10th Street Ramp on the north end of downtown, authorities said. When the officer arrived, he found a man shot several times, Elder said.

Williams was taken to Hennepin County Medical Center, where he died at 8:06 a.m.

Officers are reviewing surveillance video from the surrounding areas.
