Ice cream should be chilling in a building beside the Mississippi River in Minneapolis next summer if all goes according to plan for Izzy's Ice Cream.

The St. Paul ice cream company announced Aug. 24 that it had broken ground on the new factory, located near Gold Medal Park, which it hopes to complete by summer 2013.

And a developer who threatened to kill a residential project if the factory moved forward appears to be pursuing the 169-unit project, Park Vista, anyway.

Developer Jim Stanton's company, Shamrock Development, said in a January memo to the city that selling land to Izzy's would make Park Vista "no longer a viable project." But in August, Shamrock applied for permits to begin work on its project.

Stanton did not immediately return a request for comment.

The Izzy's project also faced stiff opposition from residents of a nearby building, Bridgewater Lofts.
