Suspect in St. Paul shooting faces several felony charges

A 30-year-old St. Paul man who was wounded by police Thursday after he allegedly fired a shot that grazed a woman in the face now faces felony charges.

On Friday, the Ramsey County attorney's office charged Richard Dix Young III with attempted second-degree murder, second-degree assault and illegal gun possession after a shooting Thursday evening that escalated when Young fled and police pursued him through a St. Paul neighborhood.

According to police, Young shot 24-year-old Deanna Smith in the lip about 8:20 p.m. while she was sitting in the driver's seat of a car near the intersection of Victoria Street and Fuller Avenue.

Police believe that Young meant to kill Smith's cousin Kenneth Jordan, who was in the passenger seat.

Young fled and was chased by police, eventually running down to the eastbound lane of Interstate 94 near Milton Avenue.

Cornered, he ran up a hill and tried to jump a fence, but was fired upon by two St. Paul police officers, police said Friday.

The officers, 25-year veteran Mark Ficcadenti and nine-year veteran Nick Kellum, have been put on administrative leave, which police said is standard procedure in such cases.

Young and Smith had injuries that were not life-threatening, police said.

A police dog dug up a handgun that police believe Young used in the shooting.
