More than 65 suburbs have more than 85 percent of their land developed. They include:
Anoka County: Anoka, Columbia Heights, Coon Rapids, Fridley, Hilltop, Spring Lake Park.
Dakota County: Apple Valley, Burnsville, Lilydale, Mendota, South St. Paul, West St. Paul.
Hennepin County: Bloomington, Brooklyn Center, Crystal, Edina, Golden Valley, Hopkins, Minnetonka, Richfield, St. Louis Park.
Ramsey County: Arden Hills, Falcon Heights, Lauderdale, Maplewood, New Brighton, Roseville, Shoreview, White Bear Lake.
Washington County: Mahtomedi, Newport, St. Paul Park, Stillwater.
