A St. Paul man is charged with sexually assaulting a young girl at his mother's home day care.

Matthew J. Rich, 42, touched the girl three times under her clothing in his mother's basement living room area, according to one count of second-degree criminal sexual conduct filed in Ramsey County District Court.

Rich, who has schizoaffective disorder and operates on the level of a 5-year-old, allegedly told police that he touched the girl a couple of times while they were watching TV.

According to the complaint: In March 2014, police were alerted that the girl had told a counselor that Rich touched her at the day care during two separate incidents in the same week. The girl was between 7 and 8 at the time of the abuse. She told her mother she didn't want to return to the day care, and her mother obliged her request.

The girl told someone at the Midwest Children's Resource Center that Rich touched her three times.

Rich was interviewed by police with his mother present, and initially denied the allegations. He then allegedly admitted to the abuse and to knowing that his actions were wrong, the complaint said.

The current address listed for Rich is the same address of the home day care in the 500 block of Frontenanc Place.
