A man is suing the city of St. Paul, along with a current and former police officer, after alleging that police entered his home and pepper sprayed and Tased him while responding to a call about loud music.

Named in the suit are Laura Finnegan, who has been with the St. Paul police since 2011, and former officer Jon Fish, who was discharged last year after several internal affairs investigations into allegations that he shot a gun in his back yard while drinking and used a Breathalyzer without permission, among other charges.

The St. Paul City Council will vote Wednesday to retain ­outside counsel for Fish.

In an amended complaint in U.S. District Court filed last month, Rafael A. Diaz, 51, of St. Paul, alleges that police improperly entered his home in the 700 block of Bidwell Avenue on Feb. 5, 2012, assaulted him and falsely arrested him. Police were responding to a call from Diaz's neighbors complaining about loud music.
