A rapist who absconded from a St. Paul halfway house last month was arrested on Wednesday in Roseville, authorities said.

Eugene Glaraton, 42, was taken into custody by the Department of Corrections' Fugitive Apprehension Unit, which acted on a tip and found him at an apartment complex near Roselawn and Lexington avenues.

On Feb. 20, Glaraton cut off his electronic-monitoring ankle bracelet and fled the transitional residence. He had been released just five days earlier from the state correctional facility at Lino Lakes, where he was serving time for failing to register as a sex offender in Ramsey County.

Authorities said he has not been charged with any additional offenses while on the loose.

Glaraton, a Level 3 sex offender, was convicted in 1987 of raping and fondling a 15-year-old boy.

Authorities are still searching for another convicted rapist who absconded the same week. Jack Frazier, 20, disappeared from a halfway house in Hennepin County. Frazier, a Level 3 offender from St. Paul, was convicted in 2003 for first-degree criminal sexual conduct, records show. Level 3 sex offenders are those considered most likely to re-offend.

The two escapes came just days after the Star Tribune reported that officials were considering a new strategy of provisional releases in the Minnesota Sex Offender Program and prompted questions from legislators about the state's ability to monitor offenders after their release into the community.

Another Level 3 offender, Francisco Chapa, has been on the loose since 2000 after disappearing from a residence in Blue Earth County. He was sentenced in 1998 in Martin County.

Of the 235 Level 3 offenders living in communities across the state, 99 live under direct supervision of the Corrections Department.
