7:20 a.m. update: Police activity continues on 394

Traffic is an absolute mess along I-394 in both directions between Hwy. 100 and downtown Minneapolis due to police activity at Penn Avenue.

In the past few minutes, the ramps from Dunwoody Blvd. are being closed to allow westbound traffic to go the wrong direction to get off the freeway.  Some of those commuters have been stuck since the incident started unfolding just before 6 a.m.

All westbound lanes remained closed. Eastbound traffic is jammed from west of Hwy. 100 as the HOT lanes are out of service.  Additionally only two lanes are open at Penn Avenue in the general purpose lanes.  Plan on a 5 to 7 minute delay.

The ordeal is also creating congestion on westbound 94 from Portland Avenue up to Hwy. 55. 

Elsewhere look for a wreck on southbound 494 at Bass Lake Road in Maple Grove, and a minor set back to go with it.

7:05 a.m. update: Current drive times

The ramp from eastbound 694 to East River Road is back open now that a rollover crash from this morning has been cleared.  Five people were injured in the mishap around 4:15 a.m.  All were taken to the hospital, the State Patrol said.

The current drama playing out is on I-394. The westbound lanes are shut down from downtown Minneapolis to Penn Avenue.  Eastbound lanes are reduced to two at Penn Avenue and that has traffic knotted up at Xenia Avenue.  The HOT lanes are closed at Hwy. 100.

6:50 a.m. update: Major jam on I-394

With police activity still in progress on I-394 at Penn Avenue, the morning rush has become the morning crawl for commuters heading into and out of Minneapolis.

Police shut down the westbound lanes at Penn about 30 minutes ago for activity, and that has traffic parked back to downtown Minneapolis. That in turn has created congested conditions on westbound 94 from 394 back through the Lowry Hill Tunnel.

Eastbound drivers are stuck in traffic from Xenia Avenue to Penn. The HOT lanes are closed, so all traffic is being funneled into the general purpose lanes.  Only two lanes are open so expect big delays.

SouthWest Transit buses have opted to use Hwy. 55 to avoid the delays.

The epicenter of activity is on I-394 in Minneapolis where police activity has the westbound lanes shut down at Penn Avenue. Traffic is parked back into downtown Minneapolis.  Traffic is being directed to Hwy. 55. 

Eastbound traffic is getting past the scene in the two right lanes, but the HOT lanes are closed. 

Westbound 94 traffic is also being affected. Look for slow downs approaching the Lowry Hill Tunnel.

6:20 a.m. update: Police activity shuts down part of I-394

Police have shut down the westbound lanes of I-394 from downtown Minneapolis out to Hwy. 100 as they deal with a situation unfolding at Penn Avenue.

Traffic is being diverted to Hwy. 55.

The eastbound HOT lane is now closed at Hwy. 100.  The general lanes are still open, but the left lane at Penn is blocked.  Expect delays.

The ramp from southbound 94 to westbound 394 also is closed off..
