An unidentified Minnesota man has sued the Boy Scouts of America for negligence after he was allegedly abused dozens of times as a boy by a scout leader during outings in the St. Paul area.

According to the suit filed Friday in Ramsey County District Court against the Boy Scouts of America and the local Northern Star Council, the alleged abuse reportedly occurred between 1968 and 1969, when the victim, identified in the lawsuit as John Doe 155, was 12 to 13 years old.

The scout leader, only referred to as "Mr. Hamper" in the suit, allegedly gave boys paint and glue to sniff in order to condition them for sex.

The suit attests that the Boy Scouts of America as an organization did not adequately protect boys in its programs from sexual abuse.

The suit follows several other recent lawsuits, including one filed by Ramsey County Commissioner Jim McDonough, against the Boy Scouts of America and its St. Paul-based Northern Star Council.
