The Minneapolis Civilian Review Authority has consistenly criticized police Chief Tim Dolan's record on disciplining wayward officers, and on Monday, issued a report faulting Dolan for meting out discipline in only seven of 53 cases in which the board recommended it, Randy Furst reports. Dolan stands by his record, while Mayor R.T. Rybak says he'll consider the authority's report in his evaluation of Dolan. Meanwhile, the outgoing board chair of the authority questions why the panel should even exist if the department doesn't heed its recommendations.

Tears were shed Monday in north Minneapolis, but this time they were tears of joy, thanks to a $28 million federal grant that will infuse one of Minnesota's poorest and most troubled neighborhoods with support for young learners, Corey Mitchell reports. It's the second big federal grant in a week for the nonprofit Northside Achievement Zone.
