Bad grades for teacher quality

NATIONAL COUNCIL ON TEACHER QUALITY*

• Criticized Minnesota for not having a policy to deal with teachers who get unsatisfactory evaluations.

•Faulted Minnesota for having too short a probationary period -- three years -- for beginning teachers.

• Faulted the state for not making teacher effectiveness the primary factor in granting teacher licenses or awarding tenure.

• Said the state lacked a data system to collect evidence of how a teacher performs.

• Said the state doesn't spell out how its plan has gotten rid of ineffective teachers.

• Faulted the state's plan for improving the quality of teachers in high-needs schools: "The state's goal ... seems to be 'addition by subtraction,'" one reviewer wrote, "adding more effective teachers but not aggressively removing ineffective teachers."

• Called the state's targets for developing teachers and principals and removing ineffective teachers and principals "not aggressive enough."
