Key points from Metro Gang Strike Force review panel:
Officers frisked people who had no gang connection, weren't accused of any crime and could not provide gang-related information. They also searched people's cell phones without a warrant.
Strike Force employees and sworn officers took seized property, such as TVs, jewelry and water scooters, for personal use. Officers or family members purchased items at a low cost; some were given as "presents."
Officers seized TVs, computers, jewelry and other goods that appeared to bear no relation to the investigation of a crime. At least once, property the Strike Force was ordered to return was found to be missing.
