A suspected drunken driver is due in court Tuesday on an accusation that he rammed a vehicle stopped at a Burnsville intersection and killed the other motorist.

Neftali P. Ramirez, 25, of Bloomington, drove his car into another vehicle about 1:50 a.m. Sunday, killing Erin C. Randall, 34, of Richfield, as she waited at a red light, according to the State Patrol.

"Several indicators of alcohol impairment" pointed to Ramirez being drunk at the time of the crash, leading to his arrest on suspicion of criminal vehicular homicide, said patrol Lt. Tiffani Nielson.

The patrol on Monday forwarded to prosecutors its case against Ramirez, who remains jailed without bail ahead of a scheduled appearance Tuesday in Dakota County District Court.

Ramirez was heading east on Hwy. 13 and struck Randall's car on the driver's side, according to the patrol. Both vehicles went down an embankment and came to rest closest to the intersection's southeast corner. Randall died at the scene.

Randall was a 2007 Fulbright Scholar to Bangladesh and a recent past president of the Minnesota Chapter of the Fulbright Association, according to her friend, Michael Dorsher, a University of Wisconsin-Eau Claire journalism professor who served on the Fulbright board with her. She also worked as a staff researcher at the Wilder Foundation and other social justice organizations.

Randall graduated from Le Sueur High School in 1998 and then from Minnesota State University, Mankato.
