About the data used in this series

Data for this project was provided by the Minnesota Department of Natural Resources (DNR) to the Star Tribune, which requested the data under the Minnesota Data Practices Act. The data included tickets, warnings and civil citations issued by DNR conservation officers as well as state and local law enforcement officers. Some individuals were cited for more than one violation. The Star Tribune categorized each violation involving an ATV into one of three categories: violations involving safety issues (including unsafe equipment, speeding, unregistered ATVs and improper use by juveniles); improper use of an ATV on public roadways; and natural resource violations (using ATVs in wetlands, rivers and lakes, riding ATVs off designated trails, riding ATVs on non-motorized trails, using ATVs in state or federal parks or in wildlife management areas and riding during protective closures). Some records provided by the DNR were not analyzed because they lacked complete information, contained inconsistent information or appeared to be duplicates.
