A St. Paul police officer has been charged with leaving the scene of a crash after he allegedly ran a red light and struck a woman's vehicle.

Officer Vosinick "Nick" Kellum was charged Monday in Ramsey County District Court with two misdemeanors — failing to stop for a traffic signal and failing to stop for an accident — in connection with the May incident.

According to the criminal complaint:

About noon on May 28, police were called to a hit-and-run crash at E. 7th and Wall streets in downtown St. Paul. The victim, who had a green light, said she was driving through the intersection and turning from southbound Wall onto 7th when a police car heading east on 7th ran a red light and struck her front bumper.

The two cars locked together after the crash. At that point, the other driver, who was wearing a uniform, yelled at the victim several times to back up her vehicle. She obliged only to see the officer drive off without checking the condition of the vehicles or exchanging information.

Surveillance video from a nearby business confirmed her account.

While Kellum admitted to being involved, he "denied doing anything wrong." He said that he drove off but didn't hit anyone.

Investigators found that Kellum hadn't been assigned to follow up on any police calls that day and wasn't responding to any high-priority calls.

Kellum is still on active duty, said police spokesman Sgt. Paul Paulos. An internal investigation is being conducted to determine whether Kellum followed protocol, Paulos said.

Kellum joined the St. Paul police in 1999. He works for the department's A Community Outreach Program (A.C.O.P.), which focuses primarily on the city's public housing communities.

He has received 15 commendations, but he's also been disciplined six times, including a 15-day suspension in 2009 for incompetency and an oral reprimand in 2012 for violating department policy.
