A man lunged at a female jogger in St. Paul, latched onto her and tried to pull her to the ground, according to charges filed Wednesday.

Guled M. Dahir, 18, address unknown, was charged in Ramsey County District Court with one count of second-degree criminal sexual conduct.

According to the complaint: The 25-year-old woman called 911 about 6:40 a.m. on July 8. Police responded to the area of Mound and Pacific streets near Indian Mounds Park. The woman told police that she was jogging when she noticed Dahir following her. At one point, the woman looked back because she heard someone running toward her.

Dahir ran up to her on the bridge over Interstate 94 and stopped. He pretended to talk on his cellphone, the charge said.

"The defendant then lunged at her, grabbed onto her by the waist and attempted to pull her to the ground," the complaint said.

The woman fell onto one knee, and was partly held up by the fence covering the bridge. Dahir grabbed at the bottom of her shorts and tried to pull them down, the complaint said. His hands brushed her inner thigh. Police later documented fresh abrasions on her legs.

Dahir fled after the woman started screaming and throwing punches. He was arrested nearby.

Dahir told police he had slept in the park overnight and was biking to summer school. He eventually said he was playing the "trophy" game and was trying to take a picture of a woman's panties, the complaint said.

"He said he was trying to be 'funny,' " the charge said. "He said it was just a prank. … He said he thought it would be funny to film her reaction and post it on YouTube. He said he wanted to 'brag' about it later."
