A Rochester developer has announced plans for a 25-story office tower downtown that will include a high-end grocery store, steakhouse, four-star hotel, office space and apartments.

The developer, Titan Development and Investment, hopes to include a 150-room hotel and 150 apartments in its project, called Broadway at Center, to be at E. Center Street and S. Broadway. The project is expected to begin in 2014 and could result in Rochester's tallest building. The Broadway Residences and Suites tower is next door and is now the city's tallest building.

The announcement comes weeks after the Legislature approved $585 million to improve Rochester's infrastructure as the Mayo Clinic embarks on a multibillion- dollar redo of its campus, called Destination Medical Center.

In announcing its plan, Titan said it is finalizing negotiations with several recognizable Minnesota brands for the grocery and restaurant. No cost estimate was provided.
