A 21-year-old Minnesota man who broke into Wisconsin's Capitol and was found passed out on the roof has been charged with felony criminal damage in the incident, police said.
Authorities say Andrew Bishop of Rose-ville smashed a window on Sunday to get in and also threw a fire extinguisher through another window.
Police found him passed out on the fourth-floor rooftop just below the dome's observation deck. A criminal complaint says an officer described Bishop as very drunk and ultimately apologetic.
Bishop also is charged with entry into a locked building, a misdemeanor. He is jailed in Madison on a $1,000 bond.
