Bill Jacobs wrote a letter of apology shortly after meeting in 1993 with a man he molested in the 1960s. Michael Campion, then assistant superintendent of the BCA, arranged the meeting and spoke with the Attorney General's office, but the case was too old to charge Jacobs, who then was chief of the Minneapolis Park Police Department.
