One contractor accepted a $7,000 down payment and failed to do any work. Another did a shoddy siding job and failed to respond to requests to fix it. Several others failed to pay subcontractors or suppliers.

The Minnesota Department of Labor and Industry revoked the licenses of 13 residential building contractors, remodelers or roofers in the second half of 2011. I've listed the seven that were also ordered to pay fines.

Kevin Manley agreed to the state's action. All others listed were subject to licensing orders, which don't require a contractor's consent.

Kevin Manley Homes Inc., and Kevin Manley, Prior Lake, $5,000 fine.

Manley's July revocation replaced a 2010 revocation that was based on violations of a order signed in 2009. Manley is prohibited from reapplying for a license for two years from the most recent revocation.

The July revocation is based in part on charges that Manley "engaged in fraudulent, deceptive or dishonest practices" and "provided false and misleading information" to the state.

Hometech Construction Corp. and Richard D. Bolin, Minneapolis, $5,000 fine.

Bolin and Hometech failed to promptly pay a subcontractor for two projects. A materials supplier said that Hometech owed it $3,179. A supplier of household goods obtained a $9,914 judgment against it.

R & B Associates Construction & Remodeling Inc. and Roger D. Berg, Albertville, $5,000 fine.

Berg and R & B failed to pay a supplier for a project in Crystal after Berg had been fully paid. The company failed to fix three code violations at a house in Maple Grove. Three judgments were entered against R & B in 2010 and 2011 totaling $111,434.

Remodeling Masters Inc. and Richard C. Carlson, Circle Pines, $4,500 fine.

After signing a contract in November 2009 and paying about $7,000, a Stillwater homeowner was told the project needed to wait until spring. The company later failed to do the work or refund the money.

Brian H. Johnson, doing business as Stonebrook Homes, Hopkins, $3,000 fine.

Johnson failed to pay a materials supplier for a Minnetonka project after he was paid in full. After a state investigation, he agreed to a payment plan but failed to follow through on it.

Ramon R. Bendijo, doing business as R and D Deck Builders and Construction, Anoka, $2,000 fine.

An inspector found that Bendijo did defective siding work on a $31,670 project in Nowthen. Bendijo failed to respond to the homeowner or the state.

Builders Pointe Construction Co. and Alisa M. Carmona, Lakeville, $500 fine.

An insurance company obtained a judgment against Builders Pointe for failing to pay $2,755 in commercial auto insurance premiums.
