Cities helping cities

The Twin Cities “fiscal disparities” program requires metro-area cities that attract new shopping centers, office buildings  or other commercial development to donate 40 percent of the new property value to a metro-wide tax base pool. This year, that pool will redistribute some $500 million in property value to cities with a weak tax base - helping to correct disparities and keep taxes down. Here is a list from the largest givers to the largest receivers with corresponding per-person breakdowns for each city.
