In selecting the construction team to build the new Interstate 35W bridge over the Mississippi River, the Minnesota Department of Transportation used a complex "best-value" formula that took into account the price, time to completion and technical factors such as bridge design and aesthetics, site improvements, quality assurance, safety and public relations efforts. The team with the lowest adjusted score won.
