In an article on Page A9 Thursday, St. Paul Parks and Recreation Director Mike Hahm was paraphrased as saying a no-bid process was used to build Target Field and Xcel Energy Center and for the forthcoming renovation of Keller Golf Course. To clarify, he noted these as examples of projects in which cities and counties have been permitted to bypass an open process where companies can bid on contracts. In the cases of Target Field and Xcel Energy Center, the Legislature allowed Hennepin County and St. Paul and the respective teams, while holding them to certain conditions, to select architects and construction managers without competitive bidding. In the case of the Keller project, Ramsey County solicited proposals.
