TV picks for Aug. 4:  Judy Garland, "Partners,” "Conan”

Get over the rainbow

Can you have a daylong tribute to Minnesota’s own Judy Garland without including “The Wizard of Oz?” TCM is going to try. Don’t worry; there are still plenty of treats including “Meet Me in St. Louis” (9 a.m.), “Summer Stock” (5 p.m.) and “A Star Is Born” (11 p.m.). Look for TCM to pay tribute to a different star every day this month.

Legal trouble

Kelsey Grammer and FX have stellar reputations for taking on smart projects. But they both slither way below the bar in “Partners,” a comedy about two mismatched attorneys scrounging their way from the bottom. Martin Lawrence plays the straight arrow who cringes every time Grammer suggests a legal loophole. I cringed every time these two talents blurted out predictable jokes that wouldn’t pass muster on the Disney Channel. 8 p.m. FX.

Red hair is the new black hair

“Orange Is the New Black” joins an exclusive club when all the sitcom’s primary stars cram onto the couch on “Conan.” The mass invite has previously been done by Mr. O’Brien only for “The Walking Dead” and “Breaking Bad.” 10 p.m. TBS
