“The Rise and Fall of Penn Station,” the latest offering from “American Experience,” looks at how one of New York’s architectural treasures was destroyed as Americans largely abandoned train travel for cars and airplanes. The city still has a Penn Station, but that underground terminal will never be featured in a documentary. 8 p.m., TPT, Ch. 2
