“Drunk History” (9 p.m., Comedy Central), a Web sensation, makes its TV debut with celebrities telling historical stories after downing six too many cocktails. If it sounds like a novelty act, that’s because it is, one that’s bound to get old very soon. Until that happens, enjoy the sloppy mess.

In a new edition of “Frontline” (9 p.m., TPT, Ch. 2), Bill Moyers ventures to Milwaukee to profile two working families struggling to pay for health insurance and save enough money for their children’s education with just enough left over to purchase giant cheeseheads for Packers games.
