TCM’s star of the month is Fred Astaire, one of the most likable presences in the history of film. The tribute kicks off with a slew of Astaire and Ginger Rogers musicals, starting with 1933’s “Flying Down to Rio” (7 p.m., TCM) with Dolores del Rio along for the ride.

Married to the mob

Frank Darabont, who was infamously fired after creating “The Walking Dead,” is doing another body count, but this time it’s in 1940s Los Angeles. “Mob City” (8 p.m., TNT), which features Ed Burns as Bugsy Siegel, will unspool in two-hour installments over the next three Wednesdays.

Cosmo’s comeback

“Cheers” veterans Kirstie Alley and Rhea Perlman reunite for the new sitcom “Kirstie” (9 p.m., TV Land), which centers on a Broadway star who is visited by the son she gave up at birth. The series also marks the return of Michael Richards, who practically went into hiding after an ill-fated appearance at a comedy club. Giddyup, Kramer.
