Apnex Medical Inc., St. Paul, a developer of implantable medical devices to treat obstructive sleep apnea, raised $14 million after completing a second round of private equity financing. The financing brings the total investment in Apnex to $30 million.

Ecolab Inc., St. Paul, increased its quarterly cash dividend to 15.5 cents per common share from 14 cents, payable Jan. 15 to shareholders of record Dec. 15.

Medtronic Inc., Fridley, approved a cash dividend of 20.5 cents per common share, payable Jan. 29 to shareholders of record Jan. 8.

PERSONNEL

Wind Energy America Inc., Minneapolis, has named Mel Wentz chief executive officer; Brian Hill, chief development officer; and Colin Jackson, chief financial officer. All three had been serving Wind Energy America in advisory roles since September.
