For employers willing to look the other way, the appeal of using subcontractors and staffing companies that employ illegal immigrants is basic. It's cheaper to let a third party do the dirty work of worrying about documentation and paying taxes for illegal workers.

In 2006, ICE started its ICE Mutual Agreement between Government and Employers (IMAGE) program to train companies to ensure legal hiring practices. Participants agree to use screening tools, such as Social Security number verification and regular audits.

IMAGE "is exactly the resource we needed," said Claudia Roemer, vice president of Chicago-based Staff Management. Staff Management employs close to 20,000 workers in busy seasons in manufacturing, food service and light industrial work across the country, she said.

"It's important for our clients to know that you won't turn the corner and find we've been deceptive in any way," Roemer said.

Lights out at U energy conference. Irony police notified.

Just as Lawrence Kazmerski, a top official at the National Renewable Energy Laboratory, was about to give the keynote address at the University of Minnesota's annual E3 conference at the RiverCentre in St. Paul, the lights went out, bathing the audience in darkness and a deep sense of irony.
