The U.S. Nuclear Regulatory Commission affirmed its preliminary finding that Xcel Energy Inc.'s Monticello, Minn., nuclear power plant was unprepared to quickly build dikes against worst-case flooding. Xcel has addressed the problem but had questioned the severity of the violation. NRC classified it as having "substantial safety significance," which will mean enhanced inspections.

Capella Education Co., Minneapolis, said that its online university, Capella University, has formed an educational alliance with GNC Holdings. As part of that alliance, employees of GNC and their immediate family members are eligible for reduced tuition at Capella.
